Description
The City of Raleigh is seeking a qualified development partner to develop affordable multifamily rental housing on approximately 1.81 acres of City-owned property immediately east of Moore Square in downtown Raleigh. The project should deliver at least 100 affordable units, with proposals addressing unit mix, affordability levels, City referrals, parking, sustainability, green stormwater infrastructure, neighborhood compatibility, and an implementation schedule. The City specifically requests a 4% Low-Income Housing Tax Credit project and expects the selected developer to pursue Wake County gap financing and other funding sources. The selected partner will work with the City on site control, design, permitting, financing, and a long-term ground lease. The City expects to make $4 million to $8 million in gap financing available. Respondents must demonstrate qualifying LIHTC experience, including a recent Raleigh project, prior use of City and Wake County gap financing, and an approved North Carolina Housing Finance Agency property-management vendor. Submissions must include firm and team experience, comparable project examples, financial information, a project-specific approach and schedule, references, a completed proposer questionnaire, reference questionnaires, supporting financial and project documentation, and any applicable licensing or certification documents.
