Description
The City of Raleigh is soliciting proposals for a comprehensive software platform to conduct pre-employment and promotional testing for Emergency Communications Center personnel and Public Safety Telecommunicator candidates. Required capabilities include assessments of map reading and spatial orientation, reading comprehension, typing speed and accuracy, computerized data entry, multitasking, decision-making and judgment, oral comprehension, cross-referencing, basic mathematics, critical thinking, and memory recall. Optional capabilities include written and oral communication, leadership and coaching, performance in stressful environments, and strategic decision-making. The platform must support configurable assessments, validated and evidence-based testing aligned with EEOC guidance, ADA accommodations, automated scoring and reporting, secure U.S.-based data storage for cloud systems, remote testing with an optional proctoring feature, administrator onboarding and training, technical support, and updated assessment modules. Proposals must include module descriptions, validation and scoring documentation, sample reports and dashboards, three customer references, an implementation timeline, and a training plan.
