Description
The City of Lansing, through its Human Relations and Community Services Department, seeks a community organization to manage and operate an Emergency Overnight Drop-In Center for unsheltered people during severe weather. The provider will staff and supervise the center, conduct intake and safety procedures, maintain the space, enter participant data in the Homeless Management Information System, submit required reports, and coordinate with the department and the Ingham County Continuum of Care. The City will provide the center location. Services are expected seven nights per week, from 8:00 p.m. to 8:00 a.m., during the November 10, 2026–April 30, 2027 contract period. Proposals must include an agency overview and qualifications, an operating and service-delivery approach, a detailed budget, an organizational chart and staff experience, and an explanation of how the provider will meet cultural competency, data, coordinated-entry, safety, security, fire-code, and maintenance expectations. The proposal is limited to five written pages plus one budget page; letters of support are encouraged. The City expects to award one contract.
