Description
Multnomah County Department of Community Justice is seeking one or more providers to deliver short-term out-of-home placement and residential care services for medium- to high-risk youth ages 12 through 19 involved in the juvenile justice system. The services are intended to provide an alternative to detention, support behavioral stabilization and family relationships, and facilitate transition back to home or another community provider. The anticipated service capacity is approximately one to two beds per day, with an average stay of 14 to 30 days and possible extensions beyond 30 days with supervisory approval. The contractor must provide a safe, sanitary, secure, and supportive residential environment; room, board, meals, furnishings, personal hygiene supplies, transportation, 24-hour supervision, intake and orientation, behavioral management, incident reporting, educational support, skill-building activities, recreation, cultural and language-responsive services, mental health and substance-use treatment coordination, transition planning, and required electronic case and progress reporting. Providers must maintain applicable Oregon residential-care certifications, comply with background-check and child-abuse-reporting requirements, and meet specified insurance requirements. The contract is expected to be fixed-term or fixed-term with options, generally up to five years, with payment negotiated on a per-bed-per-day basis; funding and assigned service volume are not guaranteed.
