Description
Cumberland County seeks a turnkey temporary emergency shelter with capacity for 70 people, including children. The contractor must provide the facility, staffing, supplies, and round-the-clock operations, with at least 30 approved beds operational within 30 days of contract execution and all 70 within 90 days. The facility must meet applicable approvals and accessibility requirements, and the proposal must identify the site, ownership or lease control, opening plan, and facility safety and security arrangements. Required services include staffed intake, safe sleeping accommodations, meals and snacks, hygiene and laundry access, cleaning, waste removal, secure storage, housing-focused assessment and case management, housing navigation, referrals, and coordination with the local Continuum of Care. Proposals must address staffing and training, resident admission and protection policies, emergency response, performance reporting, resident information safeguards, and the proposed operating model. Respondents must submit organizational and staff qualifications, technical and training approaches, facility information and floor plan, cost proposal and budget narrative, responses to vendor questions, and at least three similar-scope references.
