Description
The Commission seeks one organization to develop and facilitate a statewide advocacy program supporting LGBTQIA+ communities, including BHSA priority populations experiencing serious mental illness, serious emotional disturbance, moderate or severe substance use disorder, or co-occurring conditions. The contractor will conduct direct advocacy, build self-advocacy capacity, provide training and mentorship, conduct outreach and engagement, gather community feedback, support participation through stipends and equity access funds, and engage local and state behavioral health decision-makers. The contract is a three-year, deliverables-based agreement valued at $2,010,000. Work is structured into a three-month Planning Phase, a 30-month Operations Phase with three sequential focus stages, and a three-month Evaluation Phase. Required proposal materials include the cover sheet, minimum qualifications, proposer background, proposed workplan, cost sheet and budget narrative, three references, bidder declaration, contractor certification clauses, Darfur Contracting Act certification if applicable, payee data record, and final submission checklist. The proposal must be submitted electronically by email in Word or searchable PDF format, with a 25 MB limit per submission package.
