Description
The City of New York, through the Mayor's Office to End Domestic and Gender-Based Violence in partnership with the Department of Social Services/Human Resources Administration, is seeking up to six organizations to operate the Crime Victims Assistance Program across six competition pools: one citywide NYPD pool and five borough-based pools. Services will support survivors of domestic and gender-based violence and other crimes through victim advocacy, crisis counseling, safety planning, criminal-justice navigation, case management, referrals and linkages to community and government resources, emergency shelter and housing assistance, outreach, accompaniment, and related support. Citywide services require coverage across NYPD precincts and Police Service Areas, specialized support within the Special Victims Division, home-visit attempts, advocacy, safety assessments, outreach, follow-ups, data collection, privacy protections, and performance reporting. Borough-based services require community-based sites, in-person and virtual services, case management, advocacy, referrals, and peer navigation. Proposers must submit separate responses for each competition pool and demonstrate at least five years of relevant experience within the past seven years. The anticipated initial term is three years with one option to renew for up to three additional years; anticipated total maximum funding is $45,733,449 for the initial term, with pool-specific funding limits. Subcontracting is permitted with City approval.
