Description
The City of Longview is seeking qualified consultants, firms, or individuals to represent the City on Washington State legislative issues during the 2027 legislative session. The consultant will monitor and prioritize legislation and state agency actions; help develop the City's legislative agenda; arrange legislative visits; assist with drafting legislation and amendments; communicate with legislators, state officials, agencies, and relevant associations; draft letters and talking points; testify before legislative committees; and provide written reports and briefings to City leadership. Respondents must demonstrate at least five years of legislative and intergovernmental services experience, knowledge of the Washington legislative process, bipartisan relationships and access, and relevant lobbying results. Proposals must include a signed cover letter, firm and assigned-personnel information, an understanding of the City's needs and Council goals, an advocacy approach and briefing plan, relevant experience and outcomes, current and recent client lists with conflict disclosures, five professional references, and itemized pricing. The selected consultant must maintain specified commercial general liability, professional liability, workers' compensation, and applicable automobile liability insurance. The anticipated work covers the 2027 session and gubernatorial action on session legislation, with potential future work for the 2028 session and beyond.
