REQUEST FOR QUALIFICATIONS (RFQual) ADVERTISEMENT Skagit Transit's Procurement Division will accept sealed Submissions on or before the RFQual due date of September 23, 2026, not later than 2:00pm Pacific Time at the Skagit Transit Business Office at 600 County Shop Lane, Burlington, WA 98233 for: 26-020 – Federal Advocacy Services RFQual Documents can be retrieved from Beacon Bid, Skagit Transit's ebidding tool, at https://www.skagittransit.org/rfp/ or an electronic copy may be requested from the Procurement and Contracts Coordinator, at procurement@skagittransit.org. Skagit Transit reserves the right to cancel or postpone the RFQual opening, reject any, and all Submissions, and to waive any informalities or irregularities in any bid, or parts thereof. Description
Skagit Transit seeks a federal legislative advocate to support its transportation-related legislative agenda, strategic initiatives, and federal funding objectives. Services may include representing the agency before congressional offices, committees, federal agencies, and administration officials; developing legislative priorities; drafting legislative language; securing bill or amendment sponsors; conducting legislative and regulatory analysis; building coalitions; lobbying appropriate officials; advising the Commission and staff; and reviewing proposed legislation and regulations. The selected consultant will prepare and deliver testimony, written communications, briefing materials, talking points, project summaries, and funding requests; track priority issues and provide monthly reports; coordinate with other lobbyists and organizations; and coordinate and attend Washington, D.C., trips as needed. Qualification packages must address the RFQual criteria and scope of services, including qualifications, experience, approach, references, ability to perform the work, acceptance of sample contract terms and conditions, key-personnel certifications and resumes, and any applicable contract exceptions. The response should use at least 11-point font and generally be limited to 20 pages, excluding specified exhibits and other listed exclusions.
