Description
The California Behavioral Health Services Oversight and Accountability Commission is seeking one organization to develop and facilitate a statewide advocacy program supporting Veterans, including Veterans in BHSA priority populations with serious mental illness, moderate or severe substance use disorder, or co-occurring conditions. The program must provide direct and collaborative advocacy, self-advocacy training and mentorship, outreach and engagement, community feedback mechanisms, behavioral health career-pathway support, participation stipends, and equity-access funding. Advocacy will engage local and state decision-makers, while the program maintains continuity for participants across three sequential focus Stages: co-occurring moderate/severe SUD and SMI, moderate/severe SUD, and SMI. The contract is a three-year, deliverables-based agreement valued at $2,010,000, with three-month planning, 30-month operations, and three-month evaluation phases. The contractor must perform at least 51% of the work in-house and may use Commission-approved subcontractors. Required deliverables include a final workplan, quarterly reports, three Veterans Impact Showcases and Story Collections, and a final report and evaluation. Proposals must include the specified attachments, references, certifications, cost materials, and supporting documentation; electronic signatures are accepted, and proposals must be submitted by email in Word or searchable PDF format.
