Description
Santa Margarita Water District seeks a qualified consultant to provide legislative and regulatory advocacy, representation, monitoring, policy analysis, strategy development, and related government-relations services before the California State Legislature, Governor’s Administration, state boards and commissions, and state departments and agencies. The scope includes advocacy concerning water supply and reliability, water quality, recycled water, wastewater, energy, environmental and air-quality regulation, infrastructure funding, conservation, and special-district and public-agency issues. The consultant must monitor legislation, regulations, budgets, hearings, and agency actions; prepare analyses, position letters, testimony, comment letters, briefing materials, alerts, reports, and legislative-tracking matrices; coordinate meetings and advocacy activities; identify funding opportunities; support FPPC reporting; and provide regular written and oral updates. Proposers must submit qualifications, organizational information, key-staff resumes, at least three recent references involving similar work for public water or wastewater utilities, a cost proposal, and the required disclosure, acknowledgment, tax, workers’ compensation, vendor-registration, and non-collusion materials. The contract is scheduled to begin January 1, 2027, for five years, with two optional one-year extensions.
