Description
Valleywise Health is soliciting qualifications from firms with at least five consecutive years of professional government-relations and legislative-lobbying experience and active registration as a principal or lobbying firm with the Arizona Secretary of State. The selected contractor will provide legislative advocacy, strategic planning, oversight of professional and volunteer lobbying efforts, support for organizational priorities and negotiations, and assistance with joint-venture opportunities. The primary scope covers state, county, and local advocacy, including monitoring and representing Valleywise Health before the Arizona State Legislature, the Governor and state agencies, county officials, municipal bodies, and regulatory agencies; coordinating with stakeholders and coalition partners; advising on legislative, regulatory, strategic, and operational proposals; and preparing status reports and recommendations for Valleywise Health leadership. Federal lobbying support may be requested on an as-needed basis for appropriations, authorization, agency matters, congressional outreach, and related advocacy. Responses must follow the prescribed sequence and include the mandatory offer, Attachments A through H and J as applicable, pricing, work-statement response, at least two professional references, signed addenda if issued, and supporting qualifications documentation. Attachment I is informational only and is not required with the response.
