The City of Springfield, Massachusetts, is soliciting competitive applications from community-based program agencies for the 2027 Shannon Community Safety Initiative Grant Program. Proposed one-year projects should address gang and youth violence through coordinated prevention and intervention, law enforcement, prosecution, and reintegration activities, consistent with the Comprehensive Gang Model. Applicants may request up to $80,000, and the City may provide full funding, partial funding, or no funding. Preference will be given to programs targeting areas with demonstrated youth violence, gang problems, and substance abuse; using neighborhood-based strategies; and presenting comprehensive plans involving multidisciplinary partners. City or quasi-city-based organizations must provide a written commitment to match grant funds with a 25% contribution from public or private sources. The City expects the project funding cycle to run approximately January 1 through December 31, 2027, subject to the state contract, and will distribute 67% of its awarded state grant to Shannon Partners.
