Description
The City of Modesto and County of Stanislaus are seeking qualified nonprofit, public, or private organizations to operate a 400-bed emergency shelter for adults experiencing homelessness. The selected operator must provide uninterrupted 24-hour, seven-day-per-week operations, including staffing, management, intake, diversion, coordinated entry participation, housing assessments and plans, case management, housing navigation, benefits enrollment, employment services, medical and behavioral-health coordination, security coordination, meals, janitorial services, laundry, facility-maintenance coordination, volunteer coordination, HMIS participation, and performance reporting. Applicants should demonstrate substantial emergency-shelter experience, including operation of a shelter with at least 150 beds, HMIS experience, housing-placement outcomes, Cal-AIM billing and managed-care-plan capacity, fund-development experience, compliant administration of public funding, and qualified staff. Proposals will be evaluated on organizational capacity, financial sustainability, service-provider coordination, participant engagement, housing outcomes, operational governance, fund development, budget and staffing, and compliance history. The solicitation requests a cover letter, project and scope understanding, company experience and capabilities, budget and staffing information, resumes, qualifications, similar-project references, and separately uploaded pricing information through the OpenGov portal.
