Description
The City of St. Louis Department of Human Services is soliciting proposals for its 2026–2027 Code Blue initiative, which will provide emergency shelter and related services for unhoused individuals and families during inclement weather. Eligible project categories include overnight and daytime emergency shelter, shuttle transportation, data solutions, and staff support. Shelter providers may offer low-barrier facilities, overflow capacity, essential services, security, food, supplies, transportation assistance, intake, and data reporting. Transportation providers may supply drivers, vehicles, or support for City-operated shuttles. Data-solutions providers may support Get Help or HMIS compliance, data navigation, collection, reporting, and visualization. Approximately $2.2 million is available. The stated shelter-equity rate is $50 per bed per operating night or day, with reimbursement based on documented actual expenditures. The grant term is five months, with projects expected to operate from November 2026 through March 31, 2027. Applicants must submit a cover sheet, applicable scope-of-work exhibit, budget, and required organizational, financial, tax, registration, partnership, and audit attachments. Proposals must be submitted electronically as two documents, with proposal materials and the budget in the first document and attachments in the second.
