Description
The City of Gastonia is soliciting proposals from faith-based, for-profit, or nonprofit organizations to operate either a Temporary Overflow Emergency Shelter or a Warming Center for the 2026–2027 fall and winter seasons. The selected provider must supply a safe, accessible facility within Gastonia city limits and manage staffing, intake coordination, meals, hygiene access, referrals, volunteer coordination, data collection, reporting, housekeeping, neighborhood relations, and accommodation of service animals or pets. The facility must operate as a low-barrier shelter and comply with applicable North Carolina building and fire-code requirements based on the selected facility type. Operations are expected on approximately 40–45 nights between November 23, 2026, and March 31, 2027, when temperatures are forecast to reach 32 degrees Fahrenheit or below, with operating hours from 8:00 p.m. to 8:00 a.m. Available program resources from collaborative partners are estimated at $100,000, including up to $50,000 in City-funded resources, subject to possible exceptions for extended cold periods. Proposals are limited to 10 narrative pages and must address organizational experience, staffing, communications, fiscal management, facility location and compliance, and a proposed line-item budget.
