Description

Pima County Health Department is seeking one contractor to provide mobile medication for opioid use disorder services to underserved and hard-to-reach populations. Services must be delivered from a mobile treatment vehicle at least four times weekly and include culturally appropriate outreach, medication treatment, therapy, counseling, recovery supports, linkage to care, retention services, overdose prevention, stigma reduction, and coordination with other services. The vehicle must have secure medication storage meeting applicable Drug Enforcement Administration requirements and temperature-controlled storage consistent with manufacturer recommendations. Funding may support non-Medicaid-reimbursable treatment, outreach, wraparound services, and up to $100,000 in upgrades to an existing mobile vehicle and related equipment, but not vehicle purchases or permanent capital improvements. The contractor must submit monthly, quarterly, and final reports covering service delivery, client demographics, overdose incidents, treatment initiation and retention, referrals, field deployments, stigma reduction, overdose prevention, and long-term sustainability. The estimated award is up to $300,000 annually, with a one-year initial term and four one-year renewal options. Minimum qualifications include an Arizona Department of Health Services Outpatient Treatment Center License and active Arizona Health Care Cost Containment System provider enrollment with at least one qualifying agreement. An insured mobile treatment vehicle, vehicle documentation and photographs, staff qualifications, a budget plan, an outreach and operational plan, and professional references are required. Medication costs may be an allowable use of settlement funds but may not supplant costs eligible for coverage or reimbursement through AHCCCS. The amendment states that all other solicitation requirements remain unchanged and requires acknowledgment of all amendments.
