Description

The Defense Logistics Agency is soliciting proposals for a firm-fixed-price, indefinite-delivery/indefinite-quantity services contract covering the removal, transportation, treatment, disposal, and recycling of RCRA and non-RCRA hazardous wastes, state-regulated and non-state-regulated wastes, universal wastes, compressed gases, PCBs, PFAS-related wastes, batteries, corrosive and flammable wastes, reactive and toxic wastes, and demilitarization-required materials. Services will support military installations in the Tucson, Arizona region and within a 50-mile radius of listed pickup locations, with potential additional regional pickup locations during the contract. The scope also includes waste sampling and analysis, waste characterization and profiling, overpacking and loose packing, lab packing, rolloff/vacuum box/frac tank rentals, industrial cleaning, dump trucks and excavators with operators, expedited removals, and certificates of disposal, destruction, or recycling when required. Contractors must use qualified facilities and transporters, comply with applicable environmental and transportation regulations, and provide required manifests, reporting, packaging, spill-response, security-access, and documentation services. The contract has a 30-month base period followed by a 30-month option period. The acquisition is full and open under NAICS 562211, although the solicitation includes a HUBZone price-evaluation preference clause. Past performance is significantly more important than price, and offerors must submit up to three relevant contracts performed within the last two years, with reference information and independently submitted questionnaires where applicable. Proposals must be submitted electronically by email in two volumes: proposal certifications and price schedule, and past performance information.
