Description
The City of Tucson Environmental Services is establishing an annual requirements contract with multiple firms, on an as-needed basis, for activated carbon used in groundwater pump-and-treat and soil-vapor extraction remediation systems. Requested products include virgin coconut-shell carbon, virgin bituminous-coal carbon, reactivated carbon, vapor-phase reactivated carbon, and re-agglomerated activated bituminous-coal carbon for PFAS treatment, meeting the specifications in the solicitation. The contractor must provide all equipment and materials, remove and transport spent carbon, collect samples, perform laboratory analysis and carbon profiling, complete manifesting as necessary, and install appropriate fresh carbon. Scope also includes exchange of 55-gallon drum vessels and, if requested, piping for series operation. The response must address the evaluation criteria, provide carbon specification sheets, response times, a sample routine report, company qualifications and similar references, project-manager and technical-resource resumes, subcontractor information if applicable, regulatory-compliance practices, pricing, and a signed Offer and Acceptance form.
