Description
Maricopa County is seeking a qualified financial advisory firm to provide as-needed and ongoing municipal financial advisory services. The scope includes evaluating financing alternatives; advising on debt affordability, capacity, timing, and structure; monitoring municipal market conditions; supporting general obligation bonds, revenue bonds, certificates of participation, lease-purchase financings, bank loans, private placements, commercial paper, refundings, and other authorized financing mechanisms; and coordinating debt issuance and closing activities. The selected advisor will also support board and executive presentations, financing documents, rating agency interactions, underwriter and financing-professional selection, pricing and sale analysis, continuing disclosure and post-issuance compliance, debt portfolio management, refunding analyses, financial modeling, capital financing studies, and related advisory work. Respondents must demonstrate substantial municipal advisory experience, including at least 10 years serving state or local governmental entities, recent significant public finance transactions, Arizona governmental experience, applicable municipal advisor registrations, and qualified personnel. Proposals are limited to 50 pages using 10-point font, and pricing must be submitted using the provided pricing sheet.
