Description
Maricopa County is seeking qualified solid waste service providers, governmental entities, nonprofit organizations, and other qualified legal entities to propose a sustainable business and operating model for one or more of six county-owned transfer stations. The selected respondent or respondents will assume day-to-day promotion, management, staffing, customer service, solid waste receipt and handling, recycling, transportation and disposal arrangements, regulatory compliance, reporting, utilities, and associated operating costs. Respondents may propose for one, several, or all six locations, and the County may make a single or multiple awards. The scope includes routine and preventive maintenance, repairs, custodial and grounds services, pest and litter control, safety and emergency response, environmental controls, permitting, waste screening, records management, customer communications, transition planning, and approved capital improvements. Respondents may propose operating schedules, user fees, accepted waste streams, value-added services, and capital improvements, subject to County approval. The initial term is ten years, with renewal options of up to twenty-five additional years; the final agreement will convey use and occupancy rights rather than ownership.
