Homecomings, Inc. is seeking Statements of Qualifications from qualified owner's representative and construction management firms for Twelve Gardens, Pasteur Court, and Santa Clara Apartments, three affordable housing developments totaling 222 units. The scope includes predevelopment and design review, constructability and specification review, value engineering, cost and schedule review, consultant and contractor coordination, construction monitoring, quality and progress observation, change-order and submittal review, meeting management, reporting, permitting coordination, funding-draw and lender/investor coordination, close-out, warranty management, and property-management training. Twelve Gardens involves rehabilitation of 148 scattered-site public housing units with residents in place and temporary relocation. Pasteur Court is a new 33-unit affordable housing community with anticipated 22-month construction, and Santa Clara Apartments involves demolition and replacement of a 28-unit public housing complex with a new 41-unit community and anticipated 24-month construction. Respondents must submit qualifications and relevant experience, project approach, staffing and availability, loaded hourly rates and project fee estimates, three similar-project references, legal/judgment disclosures, and applicable Section 3 or Women/Minority-Owned Business Enterprise documentation. The selected firm will execute a separate professional services agreement for each awarded project and may be considered for future projects; compensation will be time and materials subject to a negotiated not-to-exceed amount.
