Defence Construction Canada (DCC) is establishing an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil construction services required by the Department of National Defence at ASU Chilliwack, including the lower mainland and interior British Columbia. The OCSL will be valid from April 1, 2026, to March 31, 2029, and will be used to tender construction services with an estimated value of $10 million and below. Contractors and suppliers must apply through MERX and indicate their preferred official language (English or French). Previous OCSL holders must re-apply. Tenders will be invited electronically through MERX, and bidders must be registered on the OCSL to participate. DCC may set aside tenders for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB) and may require subcontracting to Indigenous businesses. Contracts include performance evaluation standards and may require security clearances such as Designated Organization Screening (DOS) or Facility Security Clearance (FSC) at the SECRET level.
