Description

The Sylvester Housing Authority is seeking statements of qualifications and bids from qualified general contractors or residential home builders to construct four new single-family homes for income-eligible homebuyers under the 2024 Community Home Investment Program grant. The selected developer or builder must provide all labor, materials, equipment, and incidentals, demonstrate housing and project-management experience, and have the capacity and financial resources to construct multiple homes concurrently. Construction financing will be provided through the CHIP program, with estimated home sales prices ranging from $100,000 to $250,000. The homes must comply with applicable Georgia building codes, CHIP and HOME program requirements, Section 3, E-Verify, fair-housing and nondiscrimination requirements, and visitability standards. The scope includes concrete slab foundations, framing, Hardie board siding and brick facing, architectural shingles, windows and doors, electrical, plumbing, HVAC heat pumps, flooring, kitchen and bathroom fixtures, appliances, driveway paving, landscaping, gutters, termite treatment, permits, and builders-risk insurance. The bid packet also requires a cover letter, completed pre-qualification application, company and project experience information, references, contractor and subcontractor information, applicable licenses and certifications, insurance certificates, E-Verify documentation, and the company's standard written warranty.
