Defence Construction Canada (DCC) is establishing an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil construction services required by the Department of National Defence at 17 Wing Winnipeg. The OCSL will be valid from April 1, 2026, to March 31, 2029. Contractors and suppliers may apply at any time, but are encouraged to submit by March 4, 2026. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Contractors must have an active MERX account to submit electronic bids. The OCSL may include set-asides for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB). Security requirements such as Designated Organization Screening (DOS) and Facility Security Clearance (FSC) may apply. Contractors previously on the OCSL must re-apply.
