Defence Construction Canada (DCC) is establishing an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil construction services required by the Department of National Defence at CFB Calgary and its satellite sites in Alberta. The OCSL will cover contracts with an estimated value of $10 million and below, for a period of three fiscal years from April 1, 2026, to March 31, 2029. Interested contractors and suppliers must submit a request through MERX and indicate their preferred official language (English or French). The OCSL will be used to tender construction services, and bidders must be registered on the OCSL to receive invitations. Tenders may be set aside for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB). Contractors must meet security requirements, which may include Designated Organization Screening (DOS) and Facility Security Clearance (FSC) at the SECRET level. Performance evaluations will be conducted, and contractors with unacceptable scores may be removed from the OCSL.
