Description
The University of Oregon is seeking a fully managed payroll outsourcing service for foreign-national employees working outside the United States, currently approximately 20 to 22 employees across Canada, Switzerland, China, Germany, Israel, Singapore, and Spain. The scope may include salary and hourly employees, including students, faculty, and researchers, and may grow over the contract term. The selected provider must calculate and disburse payroll; manage local, state, and international tax compliance, statutory filings, social insurance, and reporting; administer benefits and allowances; process multiple currencies; distribute payslips and year-end tax statements; provide country-specific labor-law and tax advisory support; and mitigate compliance risk. The solution must support secure cloud-based handling of sensitive data, employee access to payroll documents, scalability, and customer support. A partner-network or subcontracted delivery model is acceptable, and the University prefers simultaneous implementation across all countries. Proposals must address experience, references, financial capability, training, customer support, licensing and service agreements, security and data protection, data migration, accessibility, hosting, solution capabilities, sustainability, and itemized pricing.
