Description
The City of Lancaster is conducting a Request for Information for a centralized, integrated human resources information system supporting the full employee life cycle. Requested capabilities include employee data management, payroll, benefits, time and attendance, scheduling, recruiting and onboarding, learning and performance management, leave and FMLA tracking, policy management, employee recognition, mobile access, reporting and analytics, compliance support, and integration with payroll, finance, talent acquisition, and other enterprise systems. Compatibility with Tyler Munis is preferred. The requested services include implementation, training, customer support, payroll processing and tax filings, benefits and deduction administration, time capture, direct deposit, reporting, labor-contract-related payroll rules, and extensive payroll, accrual, garnishment, deduction, and integration functionality. Respondents are asked to provide an executive summary, company and relevant experience, at least three public-sector or nonprofit references, product and capability information, an implementation approach and timeline, implementation and subscription cost estimates, two municipal case studies, sample contracts or terms of service, and other relevant information. This is an RFI and does not itself solicit a contract award or create a binding obligation.
