Description
The City of St. Petersburg is soliciting proposals from one qualified vendor to provide supplemental temporary staffing across 25 labor, administrative, security, facilities, utility, maintenance, accounting, and event-related job classifications. Services include recruiting, screening, employment and criminal background checks, reference checks, DMV checks where applicable, medical examinations, drug and alcohol testing, orientation, training, payroll, employee replacement, invoicing, reporting, and ongoing account management. The vendor must respond to placement requests within specified timeframes, including providing short-term labor placements within four hours when requested. The initial agreement term is three years, with two mutually agreed one-year renewal periods. The proposal must include qualifications and experience, key personnel resumes, an organization chart, project approach and schedule, local recruitment approach, cost analysis for all listed job classifications, business-enterprise outreach information, and a completed subcontractor utilization plan. The solicitation also requires a W-9, vendor reference form, living wage questionnaire, signature-authority letter, and other OpenGov questionnaire responses. Temporary personnel may require specialized credentials, medical examinations, licenses, background clearances, or a Transportation Worker Identification Credential depending on the assignment.
