Description
The Wilmington Housing Authority is seeking a comprehensive, cloud-based human capital management solution supporting core human resources, employee records, payroll processing, tax calculations and filings, direct deposit, time and labor management, benefits administration, recruiting and applicant tracking, onboarding and offboarding, performance and learning management, compensation, compliance, analytics, reporting, employee self-service, and workforce planning. The solution must support web and mobile access, role-based security, multifactor authentication, audit trails, configurable workflows, data privacy and security compliance, and integrations with financial, benefits, timekeeping, learning, identity-management, and other third-party systems. The selected vendor will provide implementation and project management, configuration, data migration, testing and validation, administrator and end-user training, go-live and post-implementation support, ongoing technical support and maintenance, software updates, service-level commitments, issue escalation, and account management. Proposals are evaluated on functional capabilities, implementation and customer support, vendor experience and past performance, technology/security/compliance, and cost/value. The anticipated contract is one base year with up to two additional one-year option periods.
