Description
The Early Learning Coalition of Orange County and the Foundation for Early Childhood Development are seeking a qualified vendor to provide an integrated payroll and time-attendance platform. Required functionality includes payroll processing and distribution, direct deposits, payroll tax reporting, benefits withholding and management, employee self-service, leave and FMLA tracking, garnishment management, ACA and EEO tracking, electronic W-2s, general-ledger mapping, customizable reporting, and employee data migration. The platform must also support automated attendance and leave requests, time and wage calculations, schedules and timecards, approval workflows, alerts, customizable rules and funding-code fields, mobile time entry, and integration with Abila/MIP and the Mutual of America 401(k) program. Vendors must demonstrate successful implementation of comparable payroll platforms and provide a migration and implementation timeline, references, pricing for the initial two-year contract and three potential renewal years, and any applicable minority-owned or veteran-owned business documentation. Proposals are evaluated on technical requirements, service and support, vendor qualifications and history, and cost.
