Description
The City of Henderson is soliciting bids for temporary staffing services to support City departments as requested. The successful bidder will be the employer of record and will be responsible for recruiting and hiring personnel, paying wages and payroll taxes, providing workers’ compensation and unemployment insurance, managing employee benefits if applicable, supervising temporary personnel, handling attendance and replacements, conducting required background checks and drug screening, and ensuring compliance with employment laws and City policies. Assignments may be short-term, long-term, or intermittent, with no guaranteed minimum number of assignments or hours. Bidders must submit a single flat markup percentage applied uniformly to employee base wages across all labor classifications; tiered or classification-specific markups are not accepted. The evaluation considers pricing, staffing and recruiting capability, understanding of the City’s needs, company experience, organizational and personnel qualifications, references from at least three similar-size and similar-scope clients, and the ability to serve Henderson, Kentucky. The initial contract term is one year, with up to three additional one-year renewals by written agreement. The successful bidder must obtain a City occupational license and maintain specified general liability, umbrella, and workers’ compensation insurance.
