Description

The City of Richmond is seeking one or more contractors to provide temporary staff augmentation across a broad range of administrative, financial, maintenance, scientific and engineering, and information technology positions. The contractor will recruit, vet, background-screen, drug-screen, hire, train, pay, and manage temporary employees, who must remain employees of the contractor while assigned to the City. Services may support leaves of absence, seasonal workload increases, special projects, urgent requests, and temp-to-hire assignments. The scope includes candidate sourcing and placement, payroll and benefits administration, timesheet management, replacement and offboarding support, monthly and annual usage reporting, a dedicated account manager, background-check compliance, and a timekeeping system. The proposal must address the contractor’s approach, experience with comparable municipal programs, key personnel, municipal references, position pay ranges and markups, and financial capability. The resulting contract is for an initial two-year term, with a possible extension of up to 12 months and up to two additional two-year renewal terms. A $1,000,000 fidelity bond or approved equivalent commercial crime insurance is required before contract commencement and before each renewal term.
