Description
The City of Mableton is seeking a qualified prime contractor to furnish, configure, implement, integrate, host, support, and maintain a secure, cloud-based human resources information system and human capital management platform. The solution will replace fragmented manual processes with an integrated system of record for core HR, employee records, payroll and tax services, employee and manager self-service, mobile access, time and attendance, scheduling, benefits administration, ACA support, recruiting and onboarding, performance, compensation, succession, learning, analytics, reporting, employment and income verification, and related integrations. The selected contractor will lead discovery, project management, data conversion, interface development, security design, testing, payroll parallel processing, training, change management, go-live, hypercare, documentation, ongoing service management, maintenance, upgrades, and transition assistance. A unified platform is preferred; a best-of-breed or partner solution is permitted only if one prime contractor accepts end-to-end responsibility. Proposals must include a completed requirements matrix, implementation and support approach, comparable experience with at least three references, scripted demonstration participation, detailed pricing, transaction and third-party fees, and a five-year total cost of ownership. The City expects the system to support approximately 50 employees at implementation and scale as its workforce changes.
