Description

Mohave Educational Services Cooperative is soliciting proposals to establish one or more contracts for statewide contracted staffing, recruitment, placement, and personnel services for approximately 480 Arizona public-agency members. The scope includes full-time and part-time temporary employees, certified and non-certified personnel, substitute staff, specialty and licensed personnel, temp-to-hire and leased employees, direct-hire recruitment, interim administrative and professional personnel, and special education, related-service, therapy, nursing, interpreting, tutoring, and student-support personnel. Offerors must provide candidate recruitment, screening, credential and license verification, background and fingerprint checks where applicable, placement and replacement support, payroll and employment-related administration for leased and temporary employees, recruiting plans, resumes, attendance procedures, invoicing, and detailed pricing. The solicitation also requires a completed pricing workbook covering service rates, conversion and refund fees, leased or contracted temporary employee rates, travel-related rates, discounts, rebates, and special education services. Full outsourcing or management of an entire department is prohibited, and direct services involving sensitive data must be performed within the United States.
