The Municipal Airport Authority of the City of Fargo is soliciting proposals from qualified Professional Employer Organizations to provide human resource management, employee benefits administration, payroll processing, workers’ compensation and safety services, training programs, online HRIS and time-and-attendance services, and employer-of-record services for Hector International Airport employees. The scope includes biweekly payroll by electronic deposit or check; tax withholding and filings; benefits enrollment and administration; COBRA, HIPAA, and ERISA portability compliance; employee assistance and wellness programs; background checks; unemployment claims; safety training and OSHA compliance; reporting; and related HR support. Proposers may respond to all or selected portions of the required services and may propose written subcontracting arrangements with qualified partners. Proposals must include detailed, itemized pricing, including startup and recurring payroll costs, service fees, benefits costs, and an annual estimate based on approximately 30 employees and 26 payroll cycles. The selected contractor will provide evidence of relevant experience, financial viability, staff qualifications, references, required insurance, a state license, a 2026 W-9, and the specified certifications and disclosures. The contract is planned for two years, with up to two additional one-year renewal options.
