Description
The City of Lebanon, Oregon, is soliciting proposals from qualified Construction Manager/General Contractor firms for preconstruction services and potential construction services for its Wastewater Treatment Plant Biosolids Improvements Project. The scope includes sludge thickening, biosolids dewatering, thermal drying, conveyors and cake handling, septage receiving, odor control, piping and pumps, electrical and instrumentation improvements, SCADA integration, site improvements, and a new administration/operations building, while maintaining operation of the existing wastewater treatment facility. Preconstruction services are expected to cover cost estimating, value engineering, constructability reviews, scheduling and phasing, procurement planning, operational continuity, risk management, and development of a negotiated Guaranteed Maximum Price. The project has an approximately $40 million construction funding goal and includes applicable American Iron and Steel, Build America Buy America, Davis-Bacon, prevailing wage, Equal Employment Opportunity, and Disadvantaged Business Enterprise requirements. The selected firm must be registered as a plan holder and submit one original hard copy and one digital PDF copy in the prescribed format.
