Description
Berkeley County Commission is requesting qualification and price proposals for a dedicated-tenant, cloud-based human resources and payroll software solution supporting more than 500 full-time and 50 part-time employees. Required capabilities include employee records, onboarding and offboarding, benefits administration, leave tracking, employee and manager self-service, document management, multi-state payroll tax calculation and filing, direct deposit, garnishment management, year-end processing, time and attendance, scheduling, reporting, analytics, integrations, security controls, mobile access, and data exchange through APIs and file-based integrations. The selected vendor must provide implementation methodology, legacy-data migration, parallel payroll testing, training, ongoing customer support, account and implementation management, scalability, and configurable system administration. Proposals must include technical and qualification information, relevant staff resumes and organizational information, three to five similar projects with client references, proof of West Virginia business licensing, legal-workforce certification, workers' compensation coverage or proof it is not required, a completed price proposal, and a completed non-collusion certificate. The contract is for one year with four additional one-year renewal options.
