Description
The League of Oregon Cities, acting as lead contracting agency for NPPGov and participating agencies, is soliciting proposals for a broad range of merchant services and payment solutions for government and education. Requested capabilities may include in-person and card-present payment acceptance; online, mobile, telephone, and ACH payments; revenue collection and citizen payment platforms; school and campus payment solutions; accounts payable, disbursement, and treasury services; payment security, compliance, and fraud management; reconciliation, reporting, system integration, and payment advisory services. Proposers are encouraged to offer their complete catalog, nationwide and, where applicable, Canadian coverage, pricing discounts or fixed pricing, implementation and support services, reporting, marketing, and customer service. The resulting master price agreement is expected to have a four-year term with a possible one-year extension, and multiple awards may be made. Proposals must address the scope of work, pricing schedule, proposer profile workbook, qualifications and references, complete current catalog pricing, exceptions, signed addenda if applicable, and final certification. The solicitation specifically calls for discussion of compliance with standards including PCI DSS, EMV, NACHA rules, card-brand rules, Section 508, WCAG, and FERPA where applicable.
