El Paso County seeks qualified, Texas-licensed providers to deliver evidence-based substance abuse, co-occurring-disorder, and mental-health counseling to adults participating in the 65th District Family Drug Court and Juvenile Probation Department programs. The scope includes 16 individual counseling sessions and 16 group counseling sessions per participant, initial and ongoing assessments, individualized treatment and discharge plans, relapse and transition planning, referrals, certificates of completion, weekly progress reports, complaint and confidentiality procedures, outcome measurement, and coordination with court and child-protective-services personnel. Providers must have a business location in El Paso County, at least five years of behavioral-health counseling experience, specialty-court experience, appropriately licensed staff, cultural-competence capability, and the ability to attend required weekly and monthly court staffing and review hearings. The County intends to award a three-year contract with two additional one-year renewal options and may award one or more contracts. The proposal must include qualifications and required supporting forms; pricing is submitted separately in a sealed envelope for hard-copy responses.
