Description
U.S. Customs and Border Protection is conducting market research for a comprehensive fuel management solution covering approximately 98 fueling locations and 16,000 vehicles, with potential expansion to additional sites and vehicles. The anticipated solution would include secure point-of-sale fuel transaction management, vehicle and asset authorization, bulk fuel inventory monitoring, automated tank gauging, reconciliation, delivery and dispensing tracking, loss and shrinkage analytics, reporting, and configurable key performance indicators. The contractor would furnish, install, integrate, operate, and maintain fuel management hardware, vehicle authorization devices, connectivity, and a secure cloud-based SaaS or government-hosted platform. Required capabilities include API and ETL integration with CBP systems and telematics, support for mobile and temporary fueling sites, cybersecurity and federal compliance support, help desk services, training, documentation, data migration and retention, preventive maintenance, and transition support. Responses must describe company capabilities and relevant experience, an end-to-end technical solution and implementation approach, telematics and interoperability capabilities, cybersecurity and cloud information, and comments on the draft Statement of Work. This is a Sources Sought notice for market research only and will not result in an award; the anticipated future vehicle may be a competitively awarded BPA or IDIQ contract with task orders, but the final structure remains undetermined.
