El Paso County Public Works Department is soliciting a contractor to provide on-call traffic signal electrical services, including repairs, replacements, installations, preventive maintenance, troubleshooting, testing, emergency call-out response, traffic handling, graffiti removal, and related electrical work. The scope covers traffic signals, pedestrian signs, school flashers, streetlights, CCTV and VIVIDS camera systems, communication and power cables, signal cabinets and controllers, conduit, ground boxes, foundations, batteries, message boards, attenuator trucks, and associated equipment. The County reports that it maintains 37 traffic lights, 75 pedestrian signs, 45 school flashers, more than 2,000 HPS streetlight fixtures, more than 2,000 LED streetlight fixtures, and various LED flashing signs. Work will be performed on an as-needed basis, with annual spending varying and maps provided only as needed for individual projects. The contractor must provide labor, materials, tools, equipment, spare parts, testing facilities, traffic handling, and electrical advice; maintain a 24-hour-per-day, 365-day-per-year dispatch center; and respond to service incidents within two hours with a plan of action or reasonable repair approach. At least one employee assigned to each project must be a licensed electrician experienced in traffic signal repairs, and copies of applicable electrician licenses must be submitted. The contract is planned for a three-year term with two additional one-year renewal options. A five percent retainage will be withheld per task order and paid upon completion of testing.
