El Paso County seeks one or more qualified firms or individuals to provide the Strengthening Families Program, or a similar evidence-based program, to parents, children, and families involved with the 65th District Court Family Drug Court and Juvenile Probation Department. Services include 14 three-hour sessions; parenting and family skills training; case management assessments and exit plans; crisis response; in-home or case management sessions when approved; progress reports; outcome measurement; and coordination with Family Drug Court and Juvenile Probation Department staff. Providers must offer services in English and Spanish, accommodate evening and weekend schedules, provide the curriculum to County staff, and serve approximately 30 participants and their children. Proposers must be appropriately licensed in Texas, certified or experienced in the Strengthening Families Program or a related program, have at least three years of family and substance abuse counseling experience, and have experience with specialty courts. Facilitators must have a master's degree and at least two years of relevant experience. The contract is expected to run for three years with two additional one-year renewal options. The response must include qualifications, an approach to the scope of work, organizational experience, specialty-court experience, references, and the required certifications and forms. Pricing is not to be included in the proposal packet.
