Description
Dona Ana County is seeking a qualified financial advisor to provide professional financial advisory services on a task-order basis. The scope includes developing financing plans and schedules; evaluating financing structures; advising on public improvement districts, revenue bonds, general obligation bonds, industrial revenue and conduit financing, special assessments, debt refinancing, and other municipal financings; reviewing legal and financial documents; analyzing revenue sources and debt commitments; and advising on the size, structure, terms, sale method, and financing team for debt issues. The advisor will support bond marketing and disclosure, credit profiles, rating-agency and bond-insurer presentations, competitive or negotiated sales, bid analysis, closing activities, debt-service tables, investment of proceeds, countywide investment policies and strategies, presentations to governing bodies, and other financial studies. The advisor must provide a narrative addressing its approach, qualifications, New Mexico public-finance experience, comparable institutional experience, key personnel, and three to five client references, along with a negotiated fee proposal. The selected advisor may not underwrite negotiated transactions for the County or participate directly or indirectly in purchasing the related financing debt or bonds.
