Description
The U.S. Army Mission and Installation Contracting Command at Fort Bliss is soliciting a firm-fixed-price, single-award Indefinite Delivery/Indefinite Quantity contract for paving and related construction services at Fort Bliss and its training ranges in Texas and New Mexico, including Dona Ana and Otero counties. The scope includes repair, reconstruction, and maintenance of roads and related infrastructure; earthwork; concrete and asphalt paving; milling, scarifying, crack sealing, sealcoating, and pavement markings; storm drainage; traffic control; erosion control; guardrails; fencing; exterior improvements; electrical work; surveying; testing; demolition; disposal; quality control; safety management; and related task-order support. The contractor must provide all labor, supervision, equipment, materials, supplies, transportation, and construction management necessary for performance. Key personnel include a program manager, superintendent, site safety and health officer, and quality control manager, and the superintendent must be a direct employee of the prime contractor. The ordering period consists of a 12-month base period and four 12-month option periods, with a possible six-month service extension. Task orders will generally be firm-fixed-price, with a minimum guaranteed contract amount of $25,000 if no base-year task orders are issued and task-order limits of $2,000 to $3,000,000. The opportunity is a 100% 8(a) competitive set-aside limited to eligible firms serviced by the SBA El Paso or New Mexico District Offices. A bid guarantee is required at 20% of the bid price or $3,000,000, whichever is less; performance and payment bonds must each equal 100% of the original contract price. The bid package requires a hard-copy cover sheet, completed SF 1442 and amendments, total contract pricing, bonding-company letter, bid bond guarantee, and emailed key-personnel resumes, subcontractor list, and representations and certifications.
