Description
El Paso County is seeking one or more qualified providers to implement the evidence-based Strengthening Families Program, or a similar program, for parents and children involved with Family Drug Court and Juvenile Probation Department programs. Services include 14 three-hour sessions; parenting and family-skills training; case management assessments, service plans, and discharge summaries; progress reports; court attendance and weekly/monthly staffing; crisis notifications; outcome measurement; and special-case in-home or case-management sessions when approved. Services must accommodate evenings and weekends, be available in English and Spanish, and be provided by appropriately licensed, certified, trained, or experienced personnel. Proposed facilitators/counselors must have a master's degree and at least two years of relevant experience, and the provider must have at least three years of experience providing family and substance-abuse counseling, experience with specialty courts, and a business location within El Paso County. The anticipated population is approximately 30 participants and their children. The contract is expected to run for three years, with two additional one-year renewal options upon mutual consent. The County may award one or more contracts. Evaluation emphasizes therapist/facilitator qualifications, the proposed approach to the scope of work, organizational experience, specialty-court experience, references, and employee health-insurance benefits. Pricing is not to be included with the proposal. Required submission materials include a complete response/proposal, references, safety documentation, W-9, ethics-training documentation, certifications, Conflict-of-Interest Questionnaire, signature page, and health-insurance benefits questionnaire, with certain items conditional or optional as specified. Performance and payment bonds and insurance certificates are required only upon award.
