Description
Dona Ana County is soliciting proposals from qualified firms to provide on-call forensic accounting and fraud-investigation services on an as-needed basis through task orders. The scope includes assessment of allegations involving fraud, waste, abuse, unethical conduct, time fraud, misappropriation of assets, and irregular financial activity; review of financial records, payroll and timekeeping data, accounting documentation, electronic files, and other evidence; interviews; internal-control and process-vulnerability assessments; confidential evidence handling and chain-of-custody procedures; and compliance with applicable laws and professional standards, including GAGAS and recognized fraud-examination methodologies. The selected firm(s) will prepare formal investigative reports, provide written and verbal presentations to County management and the Board of County Commissioners when required, and recommend corrective actions, policy revisions, remediation measures, and ongoing monitoring. Proposals must include the firm's qualifications, relevant experience, proposed personnel and subcontractors, organizational structure, methodology, project schedule, deliverables, three comparable references, and applicable professional certifications. The County may make multiple awards, with a contract term through June 30, 2027, plus up to three additional one-year renewal terms at the County's discretion.
