El Paso Water is soliciting competitive sealed proposals for construction and installation of approximately 1,450 linear feet of 24-inch AWWA C150, Class 250 fully restrained ductile-iron reclaimed-water line and 327 linear feet of 16-inch AWWA C900 DR25 PVC sewer line. The work also includes 24-inch and 36-inch steel casings, utility tie-ins, manholes, valves, removal and disposal of existing reclaimed-water and sewer lines, trench safety, subsurface utility engineering, disinfection, stormwater pollution prevention, traffic control, and related project management and site restoration. The project requires temporary bypass pumping for the existing 16-inch sewer line and a 24-inch dual line stop with a 16-inch HDPE bypass for the existing reclaimed-water line. Addendum 1 revised the pipe material from welded steel to fully restrained ductile iron, revised quantities and completion durations, and replaced the drawing set; Addendum 2 revised the ductile-iron pipe cement-mortar lining requirement. The engineer's estimate is $4,379,339.70 to $5,109,229.65. Proposals require a five-percent proposal security, and the successful offeror must provide 100-percent performance and payment bonds. The solicitation evaluates financial capacity, safety qualifications, complex utility-connection experience, relevant pipeline experience, key personnel experience, project approach, and total proposal price.
