Butte County Department of Employment and Social Services is soliciting proposals for Homeless Housing, Assistance and Prevention Round 6 Youth services for fiscal years 2026/27 through 2028/29. The target population is unaccompanied youth ages 12 through 24, including pregnant and parenting youth, who are experiencing literal homelessness or are at imminent risk of homelessness. Eligible services include rapid rehousing, permanent housing services and service coordination, and prevention and diversion. Proposed programs must be Housing First compliant, participate in the Coordinated Entry System, complete HMIS or comparable database reporting, and establish measurable outcomes related to reducing homelessness and increasing exits to permanent housing. The projected funding is $330,000, allocated as $50,000 for rapid rehousing, $230,000 for permanent housing services and service coordination, and $50,000 for prevention and diversion. Contracts are expected to run from January 2027 through June 2029, may be awarded to one or more respondents, and will be paid on a reimbursement basis through monthly invoices.
