Description
The City of South Bend is soliciting applications from public agencies and private nonprofit organizations for Program Year 2027 Emergency Solutions Grant funding. Eligible activities include emergency shelter operations and essential services, as well as rapid rehousing services such as housing relocation and stabilization services and short- and medium-term rental assistance. Acquisition or construction of emergency shelters, mortgage assistance, and other activities outside the listed ESG components are ineligible. Emergency shelter awards will cover a 12-month period from January through December 2027, while rapid rehousing awards must be completed within 18 months of contract execution. Applicants must comply with applicable ESG and federal requirements, participate in the Balance of State Continuum and St. Joseph County–Region 2a Homeless Planning Council, use HMIS or an approved comparable database where applicable, provide a dollar-for-dollar non-ESG match, and submit required organizational, financial, governance, audit, and program documentation. The application packet includes the required proposal forms and checklist.
